Maybe I'm wrong, but many of the people running the Maduro regime are still there and probably have fears of much to lose. It's like all the retribution that goes on in the overthrow of a country. There is likely a whole structure of enforcers and corruption no matter how they felt personally about Maduro.

It doesn't look like Trump planned anything much afterwards.

The supporting systems are too complex for him, or he doesn't understand a world where everyone doesn't obey Trump.

But the OP is correct, there is a whole underlying pyramid - financial, cultural, contractual, economic, physical - that fed the system. None of them too happy I would suspect, at this point. Some may go rogue. It's not a game of "Simon Says do this, Simon Says do that".
