A question worth considering with the ICE Murder in Minneapolis:

I wondered if Renee Good was shot because the ICE Goon sensed they looked like a lesbian couple. Hate Crime?

Any visible rainbow logo or similar would cinch investigation as a hate crime.
And there must be an investigation, "FBI only" jurisdiction must be contested.
