A professional opinion.


This, combined with him *moving to the front of the car* and then reaching for, if not actually unholstering, his weapon before Good even begins moving forward deminstrates that the intention to shoot was not reactive to a threat posed by the vehicle

Agent Ross just didn't want a fleeing driver to get away.

His other shots were into her driver's side window.

This shooting had NOTHING TO DO with fear of being struck by the vehicle.

It looks like he does Not drop the cellphone, like I thought. I just watched this other newsroom video that contains a bystander's video. At 2:08, you can see the agent holster his gun with his right hand, and you can see that he is holding his cellphone with his left, continuing to video the scene.
What looked like the moment the cellphone was dropped, may have been just him swapping the cellphone to his left hand so that he could draw his gun?
