I'll help you out to start. Last year Congress passed less legislation than any other Congress in history. That's a point in favor of the Democrats, not the Republicans.

Get rid of the filibuster because it is antithetical to progress. If the GOP has a governing majority, let them use it. Let's see how they vote.
