Than to the Treasury or an open account set up in trust for the Country of Venezuela, then yeah.
That was outright theft.
I wouldn't be surprised that the money was used to buy crypto, then disappeared into the Dark Web.

you need oil to sell for $75/bbl to make any sort of financial sense to extract, ship, and process the type of crude that Venezuela has.

Of course, Krasnov is trying his best to create an oil shortage ( Iran, Venezuela, etc ). But so far, the price remains below the needed amount.

What oil Venezuela does produce, usually goes to places like China, India, etc.. often where it is blended with sanctioned oil from Russia.

The big oil companies have said that it's not safe or stable enough in Venezuela for them to invest the $$ and years it would take to develop the oil infrastructure.

We shall see.

Trump Is Reportedly Funneling Money From Venezuelan Oil Sales To a Bank Account in Qatar

President Donald Trump is funneling proceeds from the sale of Venezuelan oil to a bank account in Qatar, Semafor reported on Wednesday.

This month, Trump ordered an invasion of Venezuela and the abduction of President Nicolas Maduro, who was whisked to the U.S. to face federal drug trafficking charges. The move was the culmination of a months-long campaign of aggression against Venezuela, boats from which were bombed by the U.S. for allegedly carrying drugs. The U.S. also seized two oil tankers from the country. After the invasion, Trump said that “we’re going to keep the oil.”

Semafor reported that the Trump administration’s first sale of Venezuelan oil was valued at $500 million, and that the money is being held in multiple bank accounts, the biggest of which is in Qatar:

That's a bank that isn't subject to US laws. Straight up money laundering.
