Trump has a sure-fire shortcut to the Insurrection Act, if he has the nerve
If Trump only wants to stir violence against ICE in order to invoke the Insurrection Act, he has to go where violent, vengeful people live with copious firearms. He would have to send ICE to red states and harass his supporters.
