Even if that $3 trillion is all government debt (as opposed to corporate debt, or equity), the total of US treasury and agency debt was $34 trillion (Table 3) - so all advance governments (and this includes Japan, for instance) own about 9% of US government debt at most.

And remember, you can't just "call in" government debt; what you can do is not roll it over as it matures. It would take years to reduce that $3 trillion by a significant amount.
