He isn't selling all of the stolen oil to the US, 2 tankers have docked at a Conoco Phillips refinery on the Gulf Coast, but we don't know who else Krasnov is selling the oil to.

Oh and the selling of the stolen oil money isn't going into our treasury, it is going into an account in Qatar, just guessing that Krasnov is the only person who has access to that account.
