How is shooting a man multiple times lying on his back justified?

They shot him once. He fell flat on his back then shot him 5-6 times.

3. They declare he was a domestic terrorist,

who was reaching in his pocket for what the Gestapo assumed was a gun.

If that doesn't work Pam can say he tried to ram them with his car.

What difference does it make what excuse they come up with, once the Feds take charge the investigation is over. The local police have to do its own investigation whether the feds like it or not.

4. The usual justifications:

- I felt threatened, I was in fear for my life,

- He grabbed my gun, he went toward my holster,

- He reached in his pocket/put his hand on his waistband/I thought I saw a gun,

- He failed to comply,

- He resisted, he assaulted an officer,

- Or, if the man was actually legally armed, even if he didn't pull the weapon or try to use it, they will simply use that fact as justification for killing him.
