In his first term, Mr. Trump criticized the endowments as wasteful and proposed eliminating them. In his second, he has not issued any direct criticism of either agency. But he installed new leaders who moved to cancel most previously approved grants and redirect their resources to his priorities, including projects celebrating this years 250th anniversary of the Declaration of Independence.
