They wear those masks so they can mix back in with society with impunity. If people knew that they were ICE agents their general reception would not be very pleasant.
A bright, indelible “paint” should be sprayed onto their skin. That would probably be their hands or whatever.
The delivery system would have to be small.
Yes, it would be dangerous but everything is at this point.No, it will not be easy. I wish I was smart enough to think this through to the delivery system. Some effective way to mark them would be invaluable IMHO.
