The embargo started because the Cubans seized a US owned oil refinery for refusing to refine Russian crude and then mining and tobacco (Cuban cigars anyone?). That's why we have the Helms Burton Act. Sen Jesse Helms represented tobacco headquarters Virginia, Dan Burton represented Indiana, home of Cummins Engineering (mining and oil field services).
