Was the announcement of no House vote made after 4PM?

The stock market closes at 4PM, and it doesn't appear to have sold off late in the session... was the House 'no vote tonight' announcement made at 4:01?

I didn't have the TV on so I don't have a good sense of the chronology. John Harwood's tweet from CNBC with the news may have come at 3:59 EST... was it embargoed?

Either way, probably a big coincidence.
