1. It's certainly obvious that there's nothing safe, effective, or humane about what they do now.

"Prompt and faithful" means only that they do it fast and they're faithful to Trump and Stephen Miller.

For changes to an organization or agency mission statement where it is often voted upon or somehow agreed upon by the officers of that org or agency. And for government agencies, it's usually a process with a lot of individuals involved along with several steps to make it legitimate.
