blackening out TSF's "signature" would not be considered consistent with a violation of the law.

2. Totally defacing or destroying, tearing, ripping as to render it unusable is illegal.

Small marks are not considered to be. That there is a law protecting currency from destruction is not at issue, but that does not mean every mark is illegal.
