14. I don't know why for certain, but I have a few guesses.

Ukraine has, out of necessity, developed some good anti drone and anti missile defense weapons. They are effective and cheaper than the expensive missiles that the US has been using. Iran recently had a successful hit in Saudi Arabia. So, perhaps the Saudis decided that Ukraine can protect them better than the US has.
