I don't have much use for Rubio, but he's far smarter than Vance, and unlike Vance, he comes across as capable of talking with someone without actually offending that person within 3 minutes.

I don't think there's a single heir apparent. Once Old Colostomy sheds his mortal coil, the movement will fragment.
