being stunned by the scope of the action. They knew a terror attack would enable fascist stuff like the Patriot Act, they just didn't expect one so damaging.

With the enormous computing and associative power of the surveillance centers, I wouldn't be surprised if they knew what kind of toothpaste whatsisname uses. He had to be dropping traceable hints. He's a teacher, not a trained tradecraft agent.
