Making cultural comparisons to specific ethnic groups seems outdated, tone-deaf and clueless to me.

And to be honest, I'm not really clear what his metaphor is meant to evoke. Bad writing on top of everything else!

I think he means that Boehner is in charge in theory, but no one is going to listen to him. I usually say a Sargent with no privates to make the same point.
