According to one relative, Brouillette was diagnosed with severe bipolar disorder as a child as well as attention deficit disorder, twice tried to commit suicide at age 12 and was hospitalized multiple times. These early issues appear to have been compounded by service in the military and deployments to Afghanistan which left him with an increased propensity to violence as well as PTSD. A relative told the AP, They took someone who was extremely mentally ill and turned him into a killing machine. (An additional, horrifying detail: Brouillette was initially rejected by the military because of his mental health history. But recruiters encouraged him to go off his medications for a year and reapply, which he did, and he was then enlisted.) If all this werent enough, in 2021 he was broke and in some kind of firefighter training program when he was hit in the head by a steal beam and suffered a serious concussion and some sort of permanent brain damage, with symptoms including impaired memory, cognitive deficits, headaches, vertigo and light sensitivity.
Crazy as it may sound, this is only some of what is revealed in this article. Brouillette sounds like a deeply disturbed and dangerous person. The one part of the story that paints Brouillette in a slightly sympathetic light is that hes clearly been afflicted with serious mental illness from a young age. Some of the mental instability and propensity to violence are due to organic conditions he is afflicted with and for which he is in some sense not at fault. Obviously that gets into very basic conditions about free will, moral responsibility and all the rest. And for the purposes of this discussion, these are reasons he never should have been hired for any law enforcement role, never should have been allowed to own firearms and really never should have been allowed to enter the military. It certainly isnt an excuse for chronic violence against family members. That detail that he was rejected by the military but then told someone with severe bipolar disorder with a lengthy history of hospitalizations to go off his medications and try again in a year just took my breath away.
We knew it would be bad when an agency already known as being the repository of people who couldnt make the cut in other federal law enforcement agencies went on a breakneck hiring spree in what is basically a near full-employment economy. It was apparently even worse than we could have imagined.

No one better be shocked when the news of beatings, sexual asaults, child sexual assaults and other abuses start pouring out. A few have already leaked and they're very bad.

This is negligence at a level that verges on criminal.
Who were the hiring managers in that area that approved this guy?
What were the procedures for hiring and background checks?
What did his immediate supervisor and trainers know about his background?
If I was running a daycare and hired a person with a background of hitting children - either knowing their background or through negligent hiring practices - and the person hit some children in my daycare, I would very likely be prosecuted. I would certainly be held civilly liable at a minimum.
People have to lose their jobs over this, and not just Brouilette. Everyone involved in the design and implementation of this hiring procedure needs to be investigated and fired. A human being is dead as a result of this negligence.

They reported on how his ex wife tried to warn ICE of his violence. He hit and choked her during their marriage and one time put a gun to her head, threatening to kill her. She told ICE about his PTSD from war and his earlier diagnosis of bipolar disorder. ICE dismissed her warnings as sour grapes from an ex wife.
After the shooting, he called her and told her not to speak out to a anyone about his violence during their marriage. She said that she told him that she would speak the truth and not lie for him. She wants to go public about his violence in order to prevent future such shootings by him and to make people aware of ICE hiring practices.
Brave woman.

(23,174 posts)There should be some kind of major law suit against DHS for this. I wouldn't be surprised if lawyers are lining up to volunteer to take the case on a contingency basis (i.e., the client owes nothing unless they win; lawyer's payment is a previously agrred on percentage of the final settlement or court award).
And needless to say, Brouillette needs to be out of ICE and behind bars permanently.

(27,126 posts)by going public. On one hand, he might try to retaliate against her physically for going public. OTOH, knowing that he would be the prime suspect if something happens to her might deter him from taking action against her.

Whether it's due to sloppy hiring practices or deliberately hiring people BECAUSE they're violent, the government is 100% responsible for this. Somebody (maybe somebodIES) in the government needs to be held accountable.

Is that a rare blunder or does this kind of response happen often?

(9,603 posts)I knew a couple of young men who should NEVER had been allowed into the US military but got 'advice' from recruiters on how to slip by 'the system'. Both were removed from service due to mental problems. Since I am, and have always been, a bit of a hermit who doesn't engage with many people, it seems likely my knowing 2 people who got in with help are probably just a tiny tip of a dangerous ICEberg.

A person like this murderer would not be able to carry a weapon under some versions of red flag laws -- whether because of a history of serious mental illness or domestic violence.
Trumpists only want transgender people to be prohibited from having access to guns. That is why, if you know a trans person who might want one in the future, they should make a purchase as soon as possible before the federal regulations change (in August, iirc).

(23,174 posts)IF true, this is perhaps THE MOST horrifying detail of all, afaic. (I say "IF true," because this information comes to us secondhand, presumably based on what Brouillette told hs brother.) If those recruiters REALLY told him to go off his meds, they committed a wildly unethical, irresponsible, and immoral act that resulted in an already dangerous man being made much more dangerous than he already was.
And people wonder why nobody trusts the government these days!
