State + local election officials hold the primary constitutional responsibility for maintaining the integrity of voter rolls.
Under the US Constitution, specifically the Elections Clause + the 10th Amendment, the administration of elections —
including voter registration + list maintenance — is delegated to state legislatures + local jurisdictions.

Where is "Homeland Security" found in the US Constitution???

let's not lose sight of the seriousness of what they're trying to accomplish, on several fronts.

One, the influence and interference in the election process, that has ALREADY begun, via the threats and implied threats of arrests and prosecutions, directed at state election officials, including demands for voter rolls and personal information. And

Two, the shift and change in definitions and focus on so-called 'domestic terrorists, now vaguely / broadly worded (and deliberately so) to effectively include every liberal, progressive, and anyone else who doesn't meet their completely arbitrary definition of (what constitutes the embracing of) 'American values.'
