In 2016, Jarad Kushner and Brad Pasquale led an effort to buy the voter rolls. Cambridge Analytica, owned by the right wing Mercers and headed by Steve Bannon matched those names to a gigantic amount of leaked Facebook data. This allowed the Trump team to taylor messages designed to influence them given their profiles.

Where did Russia come in, the Russians indicted by Mueller were from troll farms. We know the bots targeted voters with Facebook posts designed to influence them to vote for Trump. One question that Mueller was to answer which I never heard resolved is whether Russia was given anything from the Trump campaign directly or from Cambridge Analytica.
