I believe the GOP is holding up Sandy aid in hopes of getting people to turn on President Obama.

Their party was so embarrassed and humiliated by their response to Katrina, that they can't bear to let President Obama's administration get any credit for being "better." They've blocked him on EVERYTHING. And after all, this is just the Northeast, home of those pointy-headed elitist liberals. But the GOP flyover states, and the deep south, are always first in line for government aid. Because then they can go hold a pep rally and tell their idiot constituents "I DID THIS! I brought home aid for you from the evil Washington!"

But they have no reason to help New Jersey or New York. They'd rather hope all those people wind up hating Obama for leaving them out in the cold, as long as THEY do nothing.

Republicans are thugs. Lying, ruthless thugs.

That is all.

except President Obama has come out time and again requesting/telling/demanding that the Bill be passed. This gop strategy, if that is what they intend, will only work on that rapidly diminishing segment of the electorate that gets their news only from faux ... the segment that has no love for President Obama anyway.
