I think I would rather see a license model over a background check model. If you want to own a gun, you get a federal license. Background checks are done at that time. If something changes, like a conviction, then the license DB is notified for update.

Any seller can call an 800 number or go to a web site with the license number and verify its valid before a sale.

This might seem like a drive by, but I will be back in the thread later.
