The President is an invited guest to speak at the State of the Union. The President could choose to give the address someplace other than the Hall of the House, but when delivering it there, he is a guest. The Speaker lets the President bring guests and each Member of the House and Senate each get one visitor ticket.

I think Obama himself probably wants Ped Nugent there however, he knows this is a potential "please proceed" moment. A mid-speech outburst by Ped Nugent would be a huge gift to Obama.
