Key 'legal' positions in the Keystone Kaper

From a story in today's NYT about the intense pressures -- from all directions -- on the President as we draw near Decision Time for the Keystone-XL Pipeline/Tar-Sands Planetary Ream-job.

"Mr. Obama’s recent expressions of concern about climate change contrast starkly with {Canadian Prime Minister} Mr. Harper’s stated priorities.

"Under Mr. Harper, Canada formally withdrew from the Kyoto Protocol on climate change, which was agreed to by a previous Liberal government. The United States never ratified the protocol."
