Limbaugh "sequester doesn't cut budget"

A friend posted on Facebook Limbaugh's claim that the sequester does not involve budget cuts, that it will only slow the growth of defense and Medicare. Sound like a lie or prevarication - any references refuting it I can point my friend too? Thanks in advance

What is the sequester?

It’s a package of automatic spending cuts that’s part of the Budget Control Act (BCA), which was passed in August 2011. The cuts, which are projected to total $1.2 trillion, are scheduled to begin in 2013 and end in 2021, evenly divided over the nine-year period. The cuts are also evenly split between defense spending — with spending on wars exempt — and discretionary domestic spending, which exempts most spending on entitlements like Social Security and Medicaid, as the Bipartisan Policy Center explains. The total cuts for 2013 will be $109 billion, according to the new White House report.

He says the cuts are only cuts in the already budgeted increases in the budgets. So, last year, 1 billion budgeted for program. This year, 1.2 billion budgeted for same program. With sequestration, program only gets 1.1 billion. So no real cut.

You - and Limbaugh - assume there will be no inflation, no increase in population, no need for purchase of new equipment or maintenance of old equipment, that expenditures will remain the same. That's nonsense.

Further: Your salary this year is $10,000. Your contract calls for you salary next year to be $12,000. We'll now sequester your salary so you will only received $11,000. We didn't cut your salary.

Please spare us such obvious absurdities.
