There is something similar to that situation that occurs in Florida, and I think it deserves attention. My brother experienced it when he was a mechanic years ago. He said that a large percentage of the work he did on the cars went to the foreman in the mechanic shop. So, he wasn't getting paid for the services he performed.
I heard it again when a neighbor said that she lost commission on a house she sold because someone else in the real estate company pulled rank. The lawyers were no help in resolving the matter--again, lending to a small town mentality that seems to permeate the area.
Essentially, it appears that there are thousands of ways to steal what is rightfully yours, and this shyster mentality is everywhere around here.
Just last week, a gold store tried to pass off a penny-weight measurement as grams when they were computing the cost of scrap gold I was trying to sell. Good thing I stormed back on an unrelated issue to give them a chance to discover their "mistake".
In essence, if we know that Florida is saddled with such graft and corruption, why don't consumers and workers have a real agency with teeth that will go after these people? Preferably it would be someone with a national face, because, any agency that operates inside the State soon gets hamstrung or overtaken.
