Gun regulation advocates should frame this issue as a health insurance expense.

Thousands of people are shot and survive resulting in full recovery or some kind of handicapped status. Guns cause physical and mental anguish. Total up the financial burden and frame it as a debt issue.

I think there ought to be a tax on every bullet that goes to a victims fund.
