Aye, there's the rub. With 2014 closing in, chances for a GOP takeover of the senate look at least 50/50 and there's a snowball's chance we'll be taking back the house anytime soon. So we're basically banking on President Obama's veto pen to appear at the right times.

The president makes recommendations, but ultimately he doesn't have much say over what specifically goes into the budget. If no budget gets passed, the government eventually shuts down. The GOP gets what they want whether he vetoes their asshole budget or not.
