In old military parlance, a 'picket' was a loosely spaced line of men on outpost duty, off a ways from the main body. The loosely spaced slats of that style of fence took their name from this.

Gen. Pickett was just a man who couldn't say no when told to do something stupid....

...I was thinking fence as in a guy that buys and sells stolen goods and charge like in charge cards.
