Starting under Nixon and ramped up under Reagan, there was a crackdown on marijuana, particularly marijuana imports from South America. As interdiction became more effective, the cost of running drugs into the US became higher. Profit margins for pound of cocaine are exponentially higher than marijuana. Therefore coke became the drug of choice for drug runners, cartels, etc. . . Marijuana simply wasn't profitable enough.
