Could not a whistleblower take information to a Congresscritter?

I think Snowden hurt his argument of being a whistle blower when he popped up in a part of China (Hong Kong being a Special Administrative Region of the People's Republic of China).

Couldn't he have pointed out the wrongdoing by going to a Congresscritter who happened to sit on the House or Senate Intel Committees who could then address the matter while not exposing anyone or any legal (although sneaky) program?

If he should defect in some form or fashion to China would that ruin any hope of being considered a whistle blower back here?

Clapper lied.

What would Wyden have done with Snowden's info?

It's not like the Senators or Reps had no access.
