Those were the words included in the budget summary for my school district in Pennsylvania, as it essentially laid out the fact that they won't raise taxes, even though it hasn't been done over a steady pace for more than 20 years and lags behind neighboring districts, and that teacher salaries will be frozen, yet some in the administration got raises.
Teachers in Pennsylvania and all over the nation continue to get the short end of the stick, and the above statement in the title floored me.

With that said, unfortunately, a lot of school board members are masking their own ineptitudes by using him as the sole reason why things are being done.
