During which of these periods was the US better off?

There was a long period during which our Government was the lap dog of "Captains of Industry", and throughout those years we were in deed an industrial nation. Worker conditions were horrid, people were treated like beef cattle; brought in, consumed, and then forgotten.

Today Government is in the hands os financiers. In this period people only count as a portion of the equations of profit and loss; employees to be found at the lowest possible cost and customers the equal of dairy cows, milked day in and day out until they wither away.

Which is better?

But I would say neither.

The period when we were best off was when we had a strong middle class that had the time and energy and ability to get involved in all issues--i.e. the 60s (TPTB hated it and have been focused on destroying the middle class ever since).
