There is only one Constitutional Amendment needed

Make the drawing of Congressional districts a federal judicial responsibility, seeking "a true reflection of the real demographics and distribution of eligible voters, within the bounds of reasonable concessions to practicability and efficiency."

Everything else would flow from that.

There used to be a world (about 100 years ago) where Congress tried to protect the people from the Courts. It is possible for Congress to be to the left of the Courts. We have seen it.

(Congress used to pass child labor laws over and over that the courts struck down as unfair to industrious children, for instance.)

The current state where the courts are our last (and collapsing) line of defense against Congress are an aberration brought about by decades of corrupt districting.

...we would probably get some Republican gerrymandering overturned even without an amendment.
