I believe the vote was about not even having a discussion in parliament regarding the request and was NOT a vote on the actual request from Snowden.

iows - they wanted to go home for summer break

has just adjourned for its summer recess

So (1) over half of Iceland's MoP don't even want to talk about whether to grant Snowden citizenship, but (2) if he's still in limbowhen the Parliament reconvenes in September, his friends in the Parliament can try again then

I know that NAS Keflavic, where I was stationed, and the air base at Hofn are both closed.
