Why did the plane land in Austria? Well rather than listening to the media and the internet keyboard warriors, why not just refer to the audio from the cockpit?

A block of nations working in cooperation with the USA forbade the plane from entering their airspace. The plane circled and circled, began running low on fuel, and was allowed, for emergency reasons (per the released recording), to land in Austria, where a 'search' of the plane for Snowden was requested (whether it happened is a matter of debate, but the Austrians claimed to have verified his absence).
"No fuel" has the same effect as shooting out the engines, given this was a 'jet' - not a "glider." - so, yes it was effectively "forced down."
The French have apologized and the Spanish have said they "were told" Mr. Snowden was on board. This would seem to be ample verification of the events in question - and, clearly, a "plot" to snatch Mr. Snowden en-route to South America.

I would not expect the Austrians to weigh in on whether the plane was forced down. The pilot had been circling around trying to find a country that would allow it to refuel without an agreement to permit a search of the plane for Snowden.
Why is it so difficult for some DUers to accept the truth. The French have already apologized.
There really isn't any question at this point.

Who knows? Maybe the point of forcing Morales to stay in the air was to kill him. That is what the government minister with Morales has proposed -- that the goal was to kill Morales.
This is serious stuff.
The Bolivians at one point said that if Bolivia had been a more developed country, our violation of diplomatic immunity and the law with regard to Bolivia's presidential plane would have been a causus belli, and act of war.
This if for real, not a game.

A flight plan is a document which provides detailed information about a planned flight. The document is filed with aviation officials, and forwarded to officials at the plane's destinations or way points to ensure that they have the data in hand. Filing a flight plan is required by law in many cases, and it is also a good idea from a safety perspective, as it ensures that if a flight goes missing, someone will start looking for it.
Several pieces of information are included in a flight plan. The names of the captain, crew, and passengers are included, along with descriptions of any cargo which may be carried. The type of aircraft is also discussed, as is the type of flight, indicating whether the pilot will be flying with instruments, or under visual flight rules. The flight plan also details the departure and arrival points of the aircraft, the estimated route the plane will take, and the expected duration of the flight.
In addition to providing this basic data, a flight plan also usually details alternate airports which it will use in the event of an emergency. It may also specifically address concerns about controlled or restricted airspace, and other issues which may come up during the flight. The idea is to create a complete picture of what is going to occur on the flight, and to demonstrate that the crew have prepared for unexpected events.
From an air traffic control perspective, flight plans are very important, as they alert officials to the presence of planes in the sky. Using filed flight plan data, controllers can time the arrival and departure of planes, and send out specific information about the altitude and heading which various planes should follow to avoid collisions. Without flight plan information, air traffic controllers would find their jobs would be much more complicated than they already are.
Another concern is fuel consumption, because planes burn a lot of fuel, and running out of gas in the middle of the sky is not a desirable occurrence. Using information provided by the manufacturer of the aircraft, the person who files the flight plan can estimate how much fuel will be used, and whether or not it will be necessary to stop and refuel. Fuel allowances must also account for bad weather, which could increase fuel consumption, and in some regions, pilots are mandated to carry extra fuel so that they are prepared in the event of an unexpected event, which could vary from needing to hover over an airport to wait to land to losing fuel due to damage.

Remember they were denied overflight permission to complete the first leg of their route home, while in the air, so the possibility of being fobbed off in Vienna as well had to be a concern. This audio is right before they land. The pilot raises an issue with the fuel indicator for the first time, and lo and behold, he's immediately given landing instructions. Because in ATC you don't mess around with technical faults. You land the plane.
If you can prove this was other than a ruse by the pilot to get the plane on the ground in Vienna, then please do. Maybe a Viennese mechanic can scan the repair order for you?

The Falcon 900 should never have flown over Austria. But then the pilot supposedly reported problems with the gas gauge and requested permission to land in Vienna's Schwechat airport. On board the plane which was coming from Moskow and on which was written, "multinational state of Bolivia": President Evo Morales.
It landed around 11 P.M. Soon thereafter, the Vienna foreign ministry received an urgent call. On the other end of the line: US Ambassador William Eacho. As Die Presse discovered, he claimed with great certainty that Edward Snowden, the person sought by the US for having uncovered the most recent surveillance scandal was on board (the plane). Eacho referred to a diplomatic note in which the USA requested the extradition of Snowden.

Morales could not finish his trip with stopping to refuel. That is why the pilot changed the message. He needed to convey the urgency of landing to refuel.
Morales spent about 13 hours in the Vienna airport and insists that he did not permit anyone to search his plane.

Ok we get it, you have difficulty with the higher concept of a plane requiring fuel to stay aloft. Let me try to explain it to you. Jet aircraft function by burning fuel to produce forward thrust, thus achieving lift. When a plane runs out of said fuel, it can no longer fly. i.e. it is forced to land.
You see when a plane is forced off its declared flight path, by being refused airspace access and/or landing privileges, it is FORCED by its need for fuel to land. I know this a seemingly simple concept, however it is apparently totally lost on you,. for some reason. Perhaps your incessant re-posting of your landing dilemma has more to do with something other than a search for the truth?
People will make up their own minds, and most of us do understand what 'forced to land' means in this context.

Bolivia accused France, Italy, Spain and Portugal of blocking the plane.
It said some wrongly believed US fugitive Edward Snowden was on board.
Speaking in Berlin, French President Francois Hollande said he granted permission as soon as he knew it was Mr Morales' plane.
President Morales was flying back to Bolivia from Moscow when the plane was forced to stop in Vienna.
Angry reactions
The French foreign ministry issued a statement on the incident.
Ministry spokesman Philippe Lalliot said: "The foreign minister called his Bolivian counterpart to tell him about France's regrets after the incident caused by the late confirmation of permission for President Morales' plane to fly over territory."

Here's why
Soon after Morales was bound for La Paz, Spain, Italy, France and Portugal refused to allow the presidential jet to fly through their airspace over suspicions that Snowden was on board, according to the Bolivian government's account.
Why would France and Portugal refuse to let a diplomatic flight pass through their airspace.
The Bolivian foreign minister, David Choquehuanca, said France and Portugal were the first to cancel air permits. "They say it was due to technical issues, but after getting explanations from some authorities we found that there appeared to be some unfounded suspicions that Mr Snowden was on the plane. We don't know who invented this lie. We want to denounce to the international community this injustice with the plane of Evo Morales," Choquehuanca said.
The aircrew then diverted the flight to Austria...
An Austrian official told AP that Morales's aircraft asked controllers at Vienna airport to land because there was "no clear indication" that the plane had enough fuel to continue on its journey.
But for some reason Austria wanted to search the plane for Snowden
The Austrian government said it was given permission by Morales to search the plane but Bolivia's vice-president Alvaro Garcia denied this, saying the jet was entitled to immunity.
Why would Austria be interested in Snowden? The United States admitted to contacting other countries over this.
Our Washington bureau chief, Dan Roberts, has been at the State Department briefing. Spokeswoman Jen Psaki has confirmed that the US has been in contact with countries that had a "chance" of Snowden flying through their air space:We have been in contact with a range of countries that had a chance of having Snowden land or travel through their country but I am not going to outline what those countries were or when this [contact] happened.

Your audio snippet was misquoted as it was the control tower asking the plane if they needed assistance after landing. This was after they had already been given permission to land. Your post suggests that this is why they were given permission to land.

Moscow to Vienna is only 900nm, should have had lots of fuel left to divert to Morocco (2250nm from Moscow)
Azores (2700nm) would have kept them north of French airspace and they could have declared a fuel emergency on arrival guaranteeing landing.
The Canaries (2800nm) would have kept them south of French & Spanish airspace also.
