It is clear to me that he and the NSA intended to mislead Congress. If he had been concerned about national security, he would have said that he is not free to discuss these matters in open session. Instead he told a lie.
If Congress already knew, he would have felt no need to lie as he did.
I'm tired of perjury by the powers that be not being punished.
