What is the opposite of "Amnesty"?

I have been walking round thinking about this for a while.
They are so clear about repeating they are against "Amnesty"
but much lees clear about what they are for

The best I can come up with is "Revenge"

That is really what so many want. Cheap or free labor from these "outsiders". Who wants them gone when you can put a chain around their necks?
