Naked girl found wandering neighborhood, eating from trash cans

Riverside County sheriff's officials say they found a naked 12-year-old girl eating food out of trash cans in Temecula and have arrested her mother on suspicion of child endangerment
Sgt. A. Woods said in a release the girl was found in a car Thursday after a 911 caller said they saw her picking through trash.
The mother of the child, Tracy Betts, works as a teacher's assistant at an elementary school, where she was arrested.
Woods says Betts left the child in the vehicle.
The girl is in protective custody and was given medical care at a nearby hospital for unspecified ailments.

Why wasn't this child in school? I wonder if there's something developmentally wrong with her. Either way, how can her mother keep her naked in the car while she's at work?
