Dumb question RE: Congress and the NSA

If congress is supposedly so outraged, why haven't they just pulled the financial plug? Why aren't they even discussing the possibility?

Why can congress at the drop of a hat cut or eliminate funding for something like NPR, the NEA, embassy security in known hostile territories, etc.; continually downsize the USPS, FAA, Dept. of Interior, NASA, etc.; with a stroke of a pen yank most of the regulatory powers of the EPA, FCC, FDA, Dept. of Labor, SEC, etc.; have SERIOUS, legit discussions of permanently abolishing the IRS, Dept. of Education, Social Security, Medicare, AND vote 30-something times to abolish 'ObamaCare' before it's fully implemented?

Just some simplistic food for thought...Maybe I'm getting too cynical, but I did want to mention these things lest anyone think congress is all of a sudden going to take some *meaningful* action...There is NO way WHATSOEVER to "fix" the NSA and DHS other than outright elimination...Any legislative checks put on their power will be temporary at best...
