and eventually dies. Family gets a pathetic settlement.

And a for-profit jail is involved, of course.

Why was he arrested? Because the stroke victim failed to follow police commands to get out of his car.

Hicks did not receive a medical screening, but was put in a cell where he lay facedown on the floor or tried to crawl using the one working side of his body. On the night of May 12, soaked in his own urine, his brain choked of blood, he was at last taken to Tampa General Hospital and diagnosed with an ischemic stroke. He slipped into a coma and died within three months.

The troubling story of Hicks, a popular baseball coach and former employee of the Hillsborough County School District, is illuminated in court records that describe jail officials' hefty payout to his children as well as ongoing litigation against other agencies. Internal Sheriff's Office memos and jail surveillance video largely corroborate the account in legal documents.

The failure to provide potentially life-saving treatment for Hicks as he suffered the early stages of a stroke raises questions about the quality of medical care in Hillsborough County jails, where for years a South Florida company has held a lucrative contract to treat prisoners.

That company, Armor Correctional Health Services Inc., paid $800,000 to Hicks' estate, according to an out-of-court settlement approved in February by a probate judge. The Hillsborough County Sheriff's Office paid an additional $200,000.

The Tampa Bay Times reports on the circumstances surrounding Allen Daniel Hicks' last days:

Hicks, 51, was arrested in May 2012 after veering off Interstate 275 in Tampa. He was booked into jail without a medical screening, rambling incoherently and dragging his left leg.

More than a full day passed — during much of which Hicks lay on the floor of his cell or tried to crawl using only his right limbs — before he was taken to Tampa General Hospital and immediately diagnosed with a severe ischemic stroke. He slipped into a coma and died months later."

Now the state's health department is launching an investigation into Hicks' death which, the Times reports, will largely focus on the actions of Armor Correctional Health Services Inc., a private company that has been contracted to take care of Hillsborough prisoners.

a person in a diabetic coma, etc. It should be a basic part of their training. And there's no excuse for no medical screening at the jail.

A beating of a motorist by Henderson Police officers was caught on a Nevada Highway Patrol dashboard camera on Oct. 29, 2010. NHP troopers took part in the traffic stop. The motorist, Adam Greene, will receive $158,000 settlement from the Henderson City Council tonight.

The symptoms Fried displayed were some of the most common, said Lorber, who has been treating people with diabetes for 35 years. "Hypoglycemia turns on your fight-or-flight reaction, so people get very anxious," he said.

The symptoms were also the same portrayed by the actress in the training video made by Fried around 2005. In the video, Lt. Jim Gould of the Philadelphia Police Department explains how officers should handle someone who appears to be in diabetic shock.

"When a person’s blood sugar continues to fall, disorientation and confusion can increase," Gould said. "If the person is having trouble thinking clearly when answering questions, a little bit more time should be taken to figure out what is wrong before taking any action."

Lorber said scolding Fried for not communicating his problem was "ridiculous."

Here’s another appalling case of police misconduct, this time in Ohio where the Hamilton County sheriff deputies beat and repeatedly tased a diabetic man whose blood sugar had crashed. That caused him to weave into another lane and a deputy thought he might be drunk so he pulled the man over. And then….


Deputies broke the window of Harmon’s SUV, shocked him seven times with a Taser, cut him out of his seatbelt and wrestled him to the ground, severely dislocating his elbow, and causing trauma to his shoulder and thumb.


At some point a state trooper came to the scene and pulled one of the deputies off the guy, then reported the abuse to his boss. He caught video of the man being beaten on his dashboard camera

It would have better if he'd arrested the abusive deputy Wolf on the spot, the same way he would arrest anyone else he observed committing similar crimes. I won't gripe too much about that, though. Normally, police who see other police pounding citizens either stand by and do nothing, or they join in themselves. At least this trooper made an attempt to protect the victim and reported the incident.

If those legions of "good cops" we keep hearing about would all do the same, rather than ignoring or covering for the crimes committed by their colleagues, just imagine what the effect would be.

Talk about a racist and shit State. Racial profiling is a bitch and led to the death of a man. Sue them for every penny.
