Snowden managed to retrieve the whistle, without being caught in the trap. Manning wasn't so lucky.

When Republicans & Libertarians are in Disaster Areas,
they LINE UP for "help" from Big Government,
just like everybody else who needs help,

WhistleBlower Protection Act of 1989 {Note: I normally do not cite to wiki; but I’m feeling lazy today}

The Whistleblower Protection Act of 1989 is a United States federal law that protects federal whistleblowers who work for the government and report agency misconduct. A federal agency violates the Whistleblower Protection Act if agency authorities take (or threaten to take) retaliatory personnel action against any employee or applicant because of disclosure of information by that employee or applicant. Whistleblowers may FILE COMPLAINTS{emphasis added} that they believe reasonably evidences a violation of a law, rule or regulation; gross mismanagement; gross waste of funds; an abuse of authority; or a substantial and specific danger to public health or safety.

Question for those using the term/designation “whistleblower:

Does “causing to be made public count” as filing a complaint? Should the distinction matter?

Suppose you watch Mr. Jones break into your house and take some of your possessions and take them inside his house. Sentiment (and probably, commonsense) tells us that we would be justified in going into Mr. Jones’ house, uninvited, to retrieve your possessions. But, legally, you would have no protection should Mr. Jones press criminal charges against you for trespass.

I offer the above to argue/explain why most are misusing the term “whistleblower.” There is a “right way”, i.e., lawful way, to accomplish a goal, and in this case, disclose wrong-doings.
