My idea about organ donation, what do you think?

I know there have been a few threads on organ donation, and it seems like the biggest problem is a supply shortage, so I want to know what you guys think of this plan:

Under this plan, everybody under 25 is automatically on the list to receive organ transplants.
When you turn 25, if you want to be on the transplant list, you are required to sign up to donate your organs.
If you don't sign up, then you go to the bottom of the list, and you are only given an organ if nobody who is willing to donate is on the list above you.

To be on the list, the only requirement is that you are willing to donate. Even if you have a disease that means nobody would want your organs, you can still sign up, and let the doctor make that decision. Same with old people. If this plan was implemented now, somebody who is currently 90 can sign up and be on the list, even though the odds of their organs being used after death are slim.

Once they hit 26 (i'll even give them a one year grace period), if you decided to sign up, you will not be on the official list for 5 years. This is to prevent people from waiting until they need an organ to sign up.

I think this fixes two things. It gives a lot of incentive to sign up to be an organ donor, which increases supply, and it gives priority to people who are willing to donate (and does not discriminate against those who can not donate for medical reasons)

3. In Georgia, if you are an organ donor,

and you sign up when you get or renew your license, it is 1/2 off the price. I have been been an organ donor for years. I figured that my organs would not be of any to me any more after I am dead, so maybe there will be some salvageable parts for someone who needs a transplant.
