Were he in Bolivia or Ecuador, he'd already be dead.

The reason Snowdon went to China (Hong Kong) and then Russia is that only these two other superpowers had the ability to keep him from being knocked off on their soil. Even the Syndicate knows better than to risk a full-out war with either of those two nations just to wipe out Snowdon.
