I think that the Fed should be nationalized and in doing so be directed to loan money to banks at 1% and, in turn, banks would be allowed to lend it to ordinary Americans at 2%, but knowing that this will never happen, I believe that Yellen would be a better chairperson than Summers.

Actually, almost anybody would be better than Summers.
