A little over 1.52% were admitted to be bad guys. That is not a very good percentage. There has to be a better way.

...and the frequency went up drastically after our current POTUS stepped into office. Convenient way to wage a war without actually saying you are.
...and didn't Obama say he would STOP Drones in his campaign?
