(32,017 posts)My understanding is that the files have been distributed to various sources, but that they are encrypted such that the recipients can not view them. Snowden, presumably, sends a weekly "remain encrypted" message that prevents the media from accessing the files. In the event that he were to fail to send his weekly (or monthly) "remain encrypted" message, the filed would self-decrypt, and all the material would be available for release.
So long as Snowden sends his periodic message, nobody has access to the files that have not yet been released, or so is my understanding. As such, in order to stay in Russia and "do no further harm to the United States," as per Putin's terms, Snowden is continuing to send his periodic "stay encrypted" message. Were he to fail to do so, his status in Russia would become perilous.
I could be wrong about this, but this is what my research has led me to believe. fwiw

(27,310 posts)The Guardian, WaPo & Der Spiegel have continued to publish using the materials that they were given at the outset. The New York Times intends to publish next month. They've continued to publish despite Putin's warning. There is nothing Snowden can do about this.
