There are three proposals before the Senate, according to the Detroit Free Press:
- Straight-up eligibility expansion to 138 percent of the federal poverty level. That would cover an estimated 400,000 Michiganders.
- An alternative proposal for the state to cover the entire cost of the expansion. Under the federal law, the federal government is supposed to pick up almost all of the expansion tab.
- An alternative proposal for low-income residents to purchase high-deductible insurance plans subsidized by the state.

Ive been getting lots of e-mails, said state Sen. Mike Kowall, R-White Lake, who didnt say which way his vote is going. Theyre running about 60-40 in favor of the expansion.
The issue has been bubbling up in the Legislature since the spring when Gov. Rick Snyder announced his support of the expansion. The House approved the plan in June, but the Senate decided to hold off and take up the matter when it returns from its two-month summer break this week.
